"Unit treasurers" is a saved filter over the board rosters: whoever holds the Treasurer position at every unit in the state, as of today. Nobody built a spreadsheet, and nobody has to update one.
You write it once and attach the form
A rich text editor, the blank report attached, and the reply-to set to you, to your office, or to nobody at all. The council sending its own version does the same for its units.

Before it goes to nine hundred people, it goes to one. You open it on your phone, fix the sentence that reads wrong, and only then send it for real.

Every treasurer gets it two ways
The email arrives at the address on the roster. Anyone with a Connect login also finds it in their message center, marked unread, so a treasurer who lost the email still finds the form.
You see who opened it and who bounced
Delivered, opened, clicked, bounced, unsubscribed, marked as spam. Per recipient, synced hourly from the email provider. By Tuesday you know which councils to call.
The bounces become a report
The Bounced Emails report lists every roster address that bounced. The council fixes the roster, and the next message reaches the treasurer the last one missed.
The email is easy. Knowing who to send it to is the work.
Treasurers change every year. The mailing list was built from last year's roster, and the twelve who turned over in July never hear about the deadline.
Did it arrive? Did anyone open it? Which addresses bounced? An email client cannot tell you, so the office finds out one unit at a time, after the deadline.
The state has a list, the district has a list, the council has a list. The same treasurer is on two of them under an old email, and on the third one twice.
